Penn Towsnhip Comprehensive Plan

Penn Township completed an update of their 2012 Comprehensive Plan with the adoption of a new plan in May of 2024. The plan provides guidance to the Township through their community vision for the future, and was prepared by the Township's Comprehensive Plan Task Force with technical assistance from the Brandywine Conservancy. Funding was provided in part through a grant from the county's VPP. Key planning elements of the plan include preserving open space and protecting natural resources; guiding growth; discovering heritage interpretation opportunities; expanding multi-modal transportation priorities; and resilience preparedness. East Caln Towsnhip Comprehensive Plan

East Caln

East Caln Township adopted a new comprehensive plan in March 2024, with assistance from the Chester County Planning Commission and funding through the county's VPP. The new plan replaces the township's 2011 comprehensive plan and includes six topic areas that were identified as issues or priorities: community mobility connections; natural resources and environmental sustainability; parks and recreation; commercial and economic development; community services and facilities; and future land use.View Plan

Willistown Township Comprehensive Plan

Willistown Twp

Willistown Township retained Gaadt Perspectives, in association with Yerkes Associates, to assist them with development of an updated comprehensive plan (titled Guidelines for Growth & Sustainability), adopted in 2023. The plan is organized around three primary goals: Protect Community Values, Guide Future Growth, and Provide Community Facilities and Services. The plan builds on Guidelines for Growth, which was adopted in 1962 and has been revised and updated several times over the intervening years, ensuring the ongoing protection of natural resources, preservation of the Township's agricultural heritage, adequate provision of community services and infrastructure, and providing for sustainable growth in an equitable and socially-conscience manner. This project was funded by Willistown Township and a VPP cash grant. View Plan

Highland Township Comprehensive Plan

Highland Twp

Highland Township retained the Brandywine Conservancy, in association with Thomas Comitta Associates, to assist them with development of an updated comprehensive plan, adopted in 2022. Recommendations focus on the areas of natural, historic, and scenic resources; open space and land preservation; climate resiliency; transportation; community facilities and services; and future land use. The plan builds on ongoing initiatives such as land preservation, ensuring a viable and vibrant agricultural community continues, implementation of road improvements, and incorporation of more climate resilience practices Township-wide. This project was funded by Highland Township and a VPP cash grant. View Plan

Malvern Borough Comprehensive Plan

Malvern

Malvern adopted an updated Comprehensive Plan on September 20, 2022. This project was financed in part by a Vision Partnership Program Grant from the Chester County Board of Commissioners under the administration of the Chester County Planning Commission. Malvern Borough provided matching funds for this project and replaces the last plan adopted in 2012. Consultants assisting the Borough in developing the updated plan include the Brandywine Conservancy with additional assistance from Thomas Comitta Associates and McMahon Associates. The plan chapters include: Future Land Use; Economic Vitality, Revitalization and Housing; Historic Resources; natural Resources and Open Space, Parks and Recreation; Community Facilities and Services, and Multimodal Transportation and Circulation. Modena Borough Comprehensive Plan

Modena Borough

Assisted by the Chester County Planning Commission, Modena adopted a new comprehensive plan in November 2022. Recommendations focus on the areas of resource preservation, connectivity, housing, economic development, community services, and future land use. The plan builds on ongoing initiatives in seeing projects such as the Mode Park and house restoration fulfilled, having targeted commercial amenities such as a convenience store located within the Borough, and to continue to best address stormwater challenges. This project was funded by Modena Borough and a VPP in-kind grant. View Plan

2021

Phoenixville Regional Comprehensive Plan

Phoenixville Region

A full update of the 2008 Phoenixville Regional Comprehensive Plan was completed and adopted in 2021. An exciting aspect of this plan was the addition of West Pikeland Township to the previous membership of Phoenixville Borough and Charlestown, East Pikeland, West Vincent, and Schuylkill townships. Ed Theurkauf of Theurkauf Design and Planning, LLC served as the lead project planner with the assistance of Tracy Lee Tacket of Tackett Planning Inc. The consultants worked closely with the Phoenixville Regional Planning Committee (PRPC) to develop a plan that addressed the major changes that occurred since the 2008 plan was adopted, including the "Great Recession" and the COVID pandemic. The plan advocates for resiliency, flexibility, and cooperation among its members. Consistent with the goals of Landscapes3, the plan recognizes the importance of balancing the preservation of natural, historic, and agricultural resources with planned economic growth as well as the need to meet future housing needs of the region. Energy conservation and sustainability are also an important focus of the plan. The project was funded by the participating municipalities and a VPP cash grant. View Plan

Tredyffrin Township Comprehensive Plan

Tredyffrin TownshipAssisted by the Chester County Planning Commission, Tredyffrin adopted a new comprehensive plan in June 2021. The Tredyffrin Comprehensive Plan includes focused recommendations in the areas of natural resources and the environment, parks and recreation, historic preservation, connectivity, community services and facilities, commercial and economic development, and future land use. Public outreach during development of the plan included a survey, stakeholder interviews, a public workshop with hands-on exercises, a virtual public open house, and regular task force meetings devoted to the plan. The project was funded by Tredyffrin Township and a VPP technical services grant. View Plan

2019

Avondale Borough Comprehensive Plan

Avondale BoroughAvondale Borough retained Ray Ott & Associates, in association with Sarcinello Planning & GIS Services, to assist them with development of a new comprehensive plan. Adopted in 2019, the plan focused recommendations in the areas of housing, circulation, future development and redevelopment, resource protection, and community services/facilities/communication. Public outreach during development of the plan included a survey in both English and Spanish, key person interviews, a public workshop with hands-on exercises, and bi-monthly meetings devoted to the comprehensive plan. This project was funded by Avondale Borough and a VPP cash grant. View Plan

North Coventry Comprehensive Plan

North CoventryAssisted by the Chester County Planning Commission, North Coventry adopted a new comprehensive plan in November 2019. The North Coventry Comprehensive Plan includes focused recommendations in the areas of recreation/open space/natural resources, connectivity, commercial/economic development, Township services, and future land use. Public outreach during development of the plan included a survey, stakeholder interviews, a public workshop with hands-on exercises, and regular task force meetings devoted to the plan. 2018

Thornbury Township Comprehensive Plan

Thornbury TwpAssisted by the Chester County Planning Commission, Thornbury Township adopted a new comprehensive plan in 2018 that focuses on managing growth and opportunities for preservation and recreation. The township hopes to expand its multimodal opportunities by expanding and connecting its existing network of sidewalks and trails linking residential, institutional, and recreational uses (such as Goose Creek Park). The plan includes four priority areas: land use and community character, transportation and infrastructure, preserving and enhancing green spaces, and community facilities and services. The project was funded by Thornbury Township and a VPP technical services grant. View Plan

South Coventry Township Comprehensive Plan

South CoventryAssisted by the Chester County Planning Commission, South Coventry Township adopted a new comprehensive plan in 2016 that thoughtfully expands their commercial core, promotes alternative development options, and focuses on preserving natural resources and open space throughout the community. The project was funded by South Coventry Township and a VPP technical services grant. View Township Website

Honey Brook Borough & Honey Brook Township Joint Comprehensive Plan

Honey BrookHoney Brook Borough and Honey Brook Township retained the Brandywine Conservancy to assist them with updates to their individual comprehensive plans, but through a cooperative process the individual plans were merged to enable the adoption of a joint plan in 2015. The project included a sustainability assessment, provided both municipalities with policy for future growth and preservation, and served as an update to the borough's revitalization plan. This project was funded by Honey Brook Borough, Honey Brook Township, and a VPP cash grant. View Plan

Kennett Township Comprehensive Plan Update

Kennett TwpKennett Township officials retained the Chester County Planning Commission to assist them with the update of their 2004 comprehensive plan. The plan update reflects the township's interest in resource protection and open space preservation, but places a greater emphasis on housing issues and potential trail and pedestrian links. The township also updated their future land use vision. The plan was adopted by Kennett Township in 2015 and was funded by the township and an in-kind VPP grant for planning services. View Plan

2014

Elverson Borough Comprehensive Plan

Elverson BoroughElverson Borough officials retained the Chester County Planning Commission to assist them with a full update of their comprehensive plan. The plan provides background information, analysis, and recommendations across the full spectrum of comprehensive plan topics, with focused attention on actions related to regulatory updates and developing Elverson as a heritage and recreation destination. The comprehensive plan was adopted in 2014 and was funded by the borough and a VPP in-kind grant. View Plan

2013

Kennett Square Borough Comprehensive Plan Update

Kennett SquareKennett Square Borough retained the Chester County Planning Commission to update its 2001 comprehensive plan. Several new elements were added to the plan including a separate housing plan; natural resources plan; parks, recreation, and open space plan; and energy plan. The plan focused on providing clear direction for implantation and recommendations. The plan was adopted by the borough in 2013, and was funded by Kennett Square Borough and an in-kind VPP grant for planning services. View Plan

Oxford Region Multimunicipal Comprehensive Plan

Oxford RegionThe Oxford Region adopted their current Multimunicipal Comprehensive Plan in 2012. The Region is currently working on an update to the 2012 Plan that should be completed by the end of 2026. Updates on the progress of the Plan update are included under Multimunicipal Comprehensive Plan Update
