Landscapes3 is the comprehensive plan for Chester County, and renews the county's commitment to balancing growth and preservation to foster vibrant communities. Landscapes3 is organized around six goal areas: Preserve, Protect, Appreciate, Live, Prosper, and Connect, and addresses land use, growth, and preservation as part of the Landscapes Map.

The Chester County Water Resources Authority produced the County-wide Stormwater Management Plan, called Watersheds. This Plan was adopted in 2002 as the water resources element of Landcapes and was updated in 2013 with the County-Wide Act 167 Stormwater management Plan Addendum. They are now preparing to review and update the Watersheds integrated water resources plan and the County-wide Act 167 Stormwater Management Plan to ensure that these documents continue to provide timely and relevant guidance on current and future water resources issues. Chester County Greenhouse Gas Reduction Report
The Board of County Commissioners recognizes the importance of addressing greenhouse gas emissions within Chester County. The Board formed the Chester County Greenhouse Gas Reduction Task Force in 2007 to study the issue and develop an action plan for reducing greenhouse gases. The resulting report established a blueprint for how the County, local municipalities, business and other stakeholders can reduce their carbon footprint. View the 2010 Report
