A draft climate action plan for Chester County has been released for public review and comment. The updated Climate Action Plan expands on the 2010 Greenhouse Gas Reduction report, providing an updated greenhouse gas emissions inventory as well as an action plan for reducing greenhouse gas emissions and improving energy efficiency throughout the county. The plan was prepared by the Chester County Planning Commission in partnership with the County's Environmental and Energy Advisory Board. Chester County Greenhouse Gas Reduction Report
The Board of County Commissioners recognizes the importance of addressing greenhouse gas emissions within Chester County. The Board formed the Chester County Greenhouse Gas Reduction Task Force in 2007 to study the issue and develop an action plan for reducing greenhouse gases. The resulting report established a blueprint for how the County, local municipalities, business and other stakeholders can reduce their carbon footprint. View the 2010 Report
Chester County Environmental and Energy Advisory Board
In 2019 the Commissioners announced the formation of a Chester County Environmental and Energy Advisory Board. The Environmental and Energy Advisory Board will enhance the County's commitment to preservation and protection of the environment and focus on the balance, interplay, and impact of energy related initiatives and issues.
In February 2020 the Commissioners voted to appoint 15 individuals to the County's Environmental and Energy Advisory Board. The members of the Board include Chester County residents along with representatives of businesses, energy initiatives, municipalities, land conservancies and county departments. Commercial Property Assessed Clean Energy Program (C-PACE)
The Chester County commissioners approved a resolution in spring 2019 calling for county participation in C-PACE, a clean energy financing program for commercial properties. C-PACE is a financial tool for commercial property owners to obtain low-cost, long-term financing for energy efficiency, renewable energy and water conservation projects. The Sustainable Energy Fund administers the program in Chester County and can connect project developers to authorized contractors and lenders.

Smart Energy Initiative of Southeastern PA
The Smart Energy Initiative (SEI) of Southeastern Pennsylvania is a public-private partnership focusing on energy efficiency, biofuels, geothermal, and solar industries.
